Former Democratic Hawaii Gov. Ben Cayetano (1994-2002) is a social liberal and fiscal conservative who says that government workers and special interests are going to bring ruin to the Aloha State through reckless spending and misplaced priorities such as $5 billion rail system in Honolulu.
