Last Minute Fiscal Cliff Talks Stall, Senate Democrats Say

The Capitol Hill negotiations to avert a fiscal cliff before the New Year's deadline hit a standstill Sunday, Senate leaders said.
Senate Democrats said the talks stalled after Senate Republicans proposed a deal that included changes to how Social Security payments are calculated.
