It was the United States — still Russia's target long after the Cold War ended — who caught on to Jeffrey Delisle, the lovelorn junior Canadian naval officer who sold out.
Despite a lapsed security clearance and early signals he had money problems, Delisle had Top Secret access to the most sensitive databases of Canadian police and military secrets as well as to massive data banks containing American and NATO allies' secrets.
