Nov. 6 — PENNSYLVANIA — Provisional ballots galore in Philadelphia. Large numbers of registered North and West Philadelphia voters are not being shown on the city's books and are being asked to cast provisional ballots, election workers and observers tell Philadelphia CityPaper.
