Brickbat: That's Cold
Michael Nash has sued the Veterans Administration for $10 million, claiming that mistreatment caused him to have to have his penis partially amputated. Nash's attorney says that he went to a VA hospital in Kentucky for penile implant surgery. After the surgery, nurses kept ice packs on his groin for 19 hours to reduce swelling. That led to frost bite and gangrene on his penis, forcing doctors to remove part of it.

My first thought as well.
The answer to that question is yes. VA hospitals do provide penile implant surgery.
Apparently, this fellow opted for both an implant and circumcision. There are a host of reasons why he would have opted for this, since men at his age have a number of conditions leading to erectile dysfunction, the primary indication for this procedure.
None of the articles specify a primary DX, however.
he was actually having his malfunctioning implant replaced. Why would the circumcision not have been done when the first one went in?
I am not sure, TBH. I am suprised he would even have one done at that age. The older you are, the much more painful they can be (and are).
The only things springing (ha!) to mind is when the device was in use, his foreskin was very tight and he opted to have a circumcision done or he just elected to have his foreskin removed.
Or, he converted to Judaism. -)))
Whenever I think of having elective cosmetic surgery, I think of the VA.

If your ice pack therapy lasts longer than four hours, consult a doctor immediately.
Actually, no longer than two. And moist warmth should be alternated between cold TX compresses.
