Actually, if I have RTA correctly there's nothing that said she had a problem with it. She had gotten a job in a call center there, after all. She was only found after family members went looking for her.
She had run away from home so it's not unreasonable to believe she figured she might as well run as far as she could. Now like a typical fourteen year old she may have exercised bad judgment but there's no indication that she had a problem with being sent to Columbia.
In fact, she might have though it was fun until the reality of having to make a living in a call center struck home. And maybe not even then. Maybe her life at home really did suck bad enough to want to get out.

Well, we know she hadn't committed any crime, she was walking home from school - so right there we have a possible reason she wouldn't assume some random guy in an unmarked car who shouted "get them" was a police officer. She had no reason to assume she was suspected of a crime.

The police could have done everything wrong. They could have screwed this up--AND they could have done everything right--well, as right as Brittany taking flight would allow--on a stop like this, in my experience, the police stop the suspects and then drive the victim/witness past to get an ID--it is possible that, since she ran, the police took her to the store for an ID.
But we don't actually know this. The story does not give enough detail or confirmable facts to make a determination either way.
