Police in Titusville, Florida, have arrested Russell Evan Rochon on charges of aggravated child abuse. Rochon, who was a group leader in a Brevard County after-school program, allegedly taped a crying 5-year-old to a chair in a school classroom, held him up upside down, and told him he wouldn't let him go until he stopped crying.
