1? Disney would faint at the opportunity! Coast views, traffic slow enough to mean every hash-house on the route gets healthy!
But that's not what Ice Trey and company have in mind.
The fact remains that California (the government of) does, indeed, have trillions in assets that could be used to overcome budget shortfalls, both short and long term by privatization.

Oddly enough, the state does claim ownership of gold found on park land. Why is a mystery; turning it into value to the state is likely more expensive than using it to increase the visitors and charging them.
But, hey, it's a government!
We should retroactively end tax increment financing and make all those bonds default. People who bought bonds to pay for eminent domain abuse deserve a haircut. Then we need to use RICO, civil forfeiture, and flashbang forced entry arrest against everyone who has ever been on a redevelopment board. The Calpers unfunded liability could be erased in one night of accidents.
