Residents of a Sompting, England, neighborhood thought they were doing the city a favor by sweeping up the leaves from the streets. They thought it would save city crews the trouble. But when they bagged the leaves up and set them out for collection, they got a rude shock. The city demanded they pay for bulky rubbish collection or face charges for illegally dumping waste.
