In England, Abigail Howarth was turned down for a training program at the government Environment Agency because she is English. The agency handling applications told her there was no use even turning in her application because of her ethnic background. Oddly enough, she would have been considered for the job if she were Scottish, Welsh or Irish. That's because those groups are in the minority in the Anglia region of England, where Howarth lives.
