When Carlisle, Pennsylvania, police stopped the truck he was riding in for speeding, Brian D. Kelley decided to videotape the stop. A police officer saw what he was doing and ordered him to stop the camera and turn it over. After Kelley complied, he was arrested and charged with felony wiretapping, a crime that carries a sentence of up to seven years in prison.
