To stop doctors from fleeing the country, the Iraq government has resurrected a policy that Saddam Hussein first enacted. The government has barred medical schools from issuing diplomas or releasing the transcripts of their graduates. Doctors can work in Iraq with just a letter from a medical school saying they have graduated, but physicians say they are unable to work abroad without their records.
