The Scottish parliament has passed a bill banning fishermen from using live bait. Supporters of the bill say using live fish for bait is cruel. And, they, add, it can introduce nonnative species to Scottish waters. The bill faces one more vote before becoming law. Fishermen are upset and asking if the next step will be to ban the use of worms as bait.
