Emma Budd lost a job with a children's charity when a background check showed she had been convicted of shoplifting. She hadn't. Budd is one of some 2,700 people wrongly identified as criminals by Britain's Criminal Records Bureau. Government officials say that's a tiny share the "disclosures" it has made, and they add that 90 percent of disputes are resolved within 21 days.
