"Cyber-Dissidents"?

Via SmartMobs, I see that Reporters Sans Frontières has released a Handbook for Bloggers and Cyber-Dissidents, though it seems primarily geared toward writers working in countries that censor independent journalists and critics. Speaking of which… Duncan "Atrios" Black and RedState's Mike Krempasky both testified at a congressional hearing on pending legislation that would insulate the Internet from campaign finance restrictions. Sounds like a good idea—but why stop there?

Do you mean to suggest that this country doesn't censor independent journalists and critics?

RSF seems really oblivious to its potential for stoking paranoia. If you're in one of the countries this is geared toward and you're caught with something called The Cyber-Dissident Handbook, you're in serious trouble. And this is precisely the sort of thing that would be blocked by a firewall for most Chinese, but freely available to officials, who will print it out, pass it around, and use it as a reason to crack down. Not helpful.
