The New South Wales, Australia, government has fined rancher Nicholas Ennis $72,000 for unsafe working conditions following the death of cowboy Daniel Croker, who was trampled after he fell from a horse. Authorities say Ennis should have made Croker wear a helmet while mustering cattle. It's threatening more fines if ranchers and sheepherders don't mandate helmets. But ranchers say helmets will actually make accidents more common and increase the risk of cowboys suffering heatstroke and sunburn.
