It's illegal to paint polka dots on your trees in Wilmington, North Carolina. Elle Puritz did just that on a tree outside her printing shop. She says it livens things up. Some neighbors agree. But city officials say painting the tree turned it into a sign, a sign that doesn't meet city regulations. They say she can paint the sign a solid, single color.
