Bull and a China Doll
Homeland security officers nabbed a man allegedly trying to smuggle marijuana across the border from Canada in Buffalo, New York. One officer, Robert Rhodes tried to grab a Chinese woman standing near the man. He says she tried to run, then hit at him and scratched him. Witnesses say Rhodes sprayed her with pepper spray, threw her against a wall, kneed her in the head as she knelt on the ground, then struck her head against the ground while holding her hair. An inspector who later interviewed her at the hospital found both her eyes swollen shut. Officials determined she was a tourist who had nothing to do with the alleged smuggler. Rhodes has been charged with violating her civil rights.
