Not Duck Season

For 15 years, Rochester, Minnesota's Junior Achievement has held a rubber duck race to raise money. Then state authorities found out. It seems it's legal for non-profits to use gambling to raise money, as long as its bingo, pull tabs, pinwheels, raffles or tip boards. Duck racing isn't approved, however. So the group had to cancel its fundraiser this year. They might resume, using a legal form of gambling, next year.
