That's from an audiotape believed to be made by Abu Musab al-Zarqawi, the leader of the group Monotheism and Jihad and the terrorist behind the murders of Nick Berg and Kim Sun-il. Al-Zarqawi also promises to assassinate Iraq's interim prime minister.

That's the fallacy of the left, that there is any policy answer to the growth of Islamic terrorism. There isn't; when you have enemies, you kill them. Unfortunately we have not been very efficient in that capacity.
