Conservative activist Mary Williams had heard rumors that Texas Governor Rick Perry's head of Texas-Mexico relations was actually a Mexican citizen. When documents she received under the Texas Public Information Act confirmed Helena Colyandro was a legal alien, Williams told friends. Soon, farmers and ranchers in the state received an anonymous letter noting the fact and claiming that Colyandro was not pushing Texas' interests forcefully enough in a water dispute with Mexico. Texas officials have reacted to the controversy by demanding that Williams return the documents she received and tell them everyone she shared the information with, on the grounds that Colyandro's resident alien number is confidential information that was accidentally released.
