An audit of a New Jersey program that funds pre-school programs in poor school districts found money being spent on items that don't seem exactly vital. Officials had purchased items ranging from prime beef and fish to cat litter to denture cleaner to gift certificates with the money. Some of the money just couldn't be accounted for. Of 30 audits, 12 have been referred for possible prosecution.
