Is That Pot? Tsk Tsk!
Yesterday was the first day of Britain's new marijuana policy, under which police typically will "caution" adults possessing small amounts for personal use rather than arresting them. Marijuana was downgraded to the same legal category as tranquilizers and anabolic steroids, resulting in lower potential sentences and less frequent arrests. Under the previous policy, NORML reports, "about 80,000 Britons were arrested annually for possessing cannabis."

I don't understand your first question. Obviously this decriminalization does not create a black market since there already was one. What legitimate businessmen are being shut out of what business?
As to putting more money into the black market, well yes, that may happen. But a less repressed black market is a less problematic one. The more illegal gambling is unofficially tolerated, the less problematic I bet it is.
That said, if the Brits were to crack down harder on dealers now that users were safe, that would be a devil's bargain, indeed. From this post anyway, I see no reason to think that's what they have in mind.
Ultimately, when you say "that problem," what are you talking about? That people have gone to jail for not doing anything wrong is the real problem. No one complains about the effects of black markets in slave trading because no one disputes that enslaving people should be illegal.
fyodor, I complain about the damage done by the existance of a black market because it's the people in my city who keep catching lead from the marketeers.
I guess my complaint comes down to an unwillingness to accept half a loaf, and concern that millions of Brits will stop pushing for a real solution.
It's clearly a good thing that people who aren't hurting anyone (pot smokers) aren't going to be imprisoned. But what about the other half of the problem - the creation of a black market by shutting legitimate businessmen out of the business? Couldn't this actually make that problem worse, by encouraging more people to put more money into the black market?
At least some progress is being made. Hopefully, the US will look to the UK as a model to help shape new policies. However, the eyes of justice sometimes looks the other way!

SinC: You're right with the opening sentence, but I would kindly take issue with the second's presumption.
We can make a longer list of 'carcinogens' found in marijuana compared to tobacco, but the extreme lack of research allowed has us a long way from concluding that in equal quantities, pot is more harmful.
Pot and tobacco have two definite similarities. They are both 'weeds' grown in the ground, and they are both most commonly consumed by inhaling the smoke from the burning plant.
The similarities after that are more homespun than legitimate scientific comparisons.
I really don't think the Big Business of The War on Drugs would allow legalization. To the best of my knowledge, Britain never really had an investment in keeping dubage illegal, unlike here, where the US gov't actually advertises for support of our current policies under threat of letting children drown in pools or get hit by cars at drive-thrus.
I've known about the decision for some time and it's nice to see them actually implement it. Honestly, with England's pervasive surveillance of it's citizens and it's disdain for self-defense, I'm a bit surprised they're liberalising cannabis laws, but I'm glad nonetheless.
JSM - we can only hope that America looks to this policy and decides it's a good idea, while leaving our right to bear arms and respect for privacy intact. (And yes, I realise both have already been eroded quite a bit already.)

So now somebody has decided that "cautioning," instead of "citing" for marijuana is cool. But there must be some law in physics concerning the conservation of uptight authoritarianism, because in my home town, somebody decided that "citing" for wearing half a seatbelt (lap belt buckled, shoulder harness unbuckled) is in, and "cautioning" on the scene is out.
Loosen up here, tighten up there. It's a strange, fascinating kind of cosmic balance.
