Brazil's President Luiz Inacio Lula da Silva has claimed to be a spokesman for the world's developing nations, but his attempts at building an alliance among those countries hit a snag in Africa. Speaking in Windhoek, the capital of Namibia, he said that the city was so clean, "it doesn't seem like you're in an African country."
