The Transportation Security Administration has received some 11,000 complaints of items lost or damaged during its screenings of bags that passengers check onto airplanes. Less that 4 percent have been settled. Another 3 percent are near settlement. The rest are in limbo. Just finding someone to complain to is a hassle: Callers report being left on hold up to an hour when they call the TSA.
