I don't think that would happen, Robocop. The article said, "Such enhancing technologies include: genetic engineering ... integration of human biology with computer technologies, and new psychopharmaceutical treatments to improve cognitive capacities and mood states."
It didn't mention any guns.
The only way you'd be able to get that cigarette out is by having the gubmint sue manufacturers for astronomical sums.
