L.A. County's foster-care system is barely functioning, but don't worry, they've got plenty of bureaucrats studying the problem. The LA Weekly interviews one here.

good luck selling privatization, it will be called selling children and and considered "unthinkable" (who cares if it may be a truly progressive and god forbid effective solution)
