Not So Fast a Start
'Member that Bush education stuff? "Leave No Child Behind," focus on results, get the pointy heads out the way? Well, local school districts keep finding new federal mandates wrapped up in all the happy talk. One for the tremendously expensive and notoriously ineffective Head Start program will add millions to cost of the program. Beginning in 2004 all vehicles used in the program will have to have "child safety restraints." Expect pleas for waivers.
