"Today, nearly one-quarter of all California children in public schools--over 1,300,000--are classified as not proficient in English. Yet under the current system, centered on bilingual education, only about 5% of [non-English-speaking immigrant] children each year are found to have gained proficiency in English. Thus, our state's current system of language instruction has an annual failure rate of 95%."
