But eveyone enjoys bubbles, so it seems to me that the bubbles aren't the problem, just the bursting. So, obviously, the state just has to focus its efforts on keeping the surface tension on those various bubbles juuuuuuuuuuust right to keep them from blowing up. Why am I the only one who sees this?
