The efforts to turn the
“mistake on the lake” into a “comeback city” were too little, too
late, and way too far off the mark to bring Cleveland back in
the 21st century, writes the Reason Foundation's Sam
Staley. That doesn't mean Cleveland can't revive. But it does mean
it needs to radically alter its course.
