Gov. Jerry Brown has called the campaign for his November tax-increase initiative the top priority of his current term in office, but it might be hard to tell.

The campaign for Proposition 30 has raised more than $41 million, mostly from unions, but it has taken a surprisingly low-key approach so far to selling voters.

The Democratic governor held a few rallies at schools to promote the initiative over the summer, he has has met with the state's largest newspaper editorial boards, and Democratic interests are urging supporters to back it. But there has been little visible promotion to many California voters with just five weeks to go before Election Day and less than a week before vote-by-mail ballots are sent out.
