El Paso City Council voted Monday to continue encouraging the public to recycle plastic shopping bags, while at the same time exploring banning them or tacking a fee onto their use.

The decision was made during a special meeting to discuss how to clean up the city and prevent the plastic bags from clogging storm drains.

Council unanimously voted to educate the public through its plastic bag recycling program, but instructed city employees to look into a ban and a fee.
