The joke about Clouseau was that he always ended up with a solved case. It's what drove Dreyfus crazy.
If you needed a detective, you could do much worse than to hire Clouseau. As I recall, Clouseau ended up solving all his cases successfully.
What we need, of course, is general recognition of the unenumerated but historically well-established right of private citizens to prosecute lawbreakers.
Can you elaborate on the history that established that right?
