Congress is the branch that has authority to issue letters of Marque and Reprisal. Court Buccaneers would violate the separation of powers.
The Packers and the Buccaneers are (American) football teams. They play on fields, not courts. 😛
What watch?
To what degree would Justice Breyer have any position of authority or even influence with respect to enlargement of the Supreme Court? He should run for Congress (or president) if he wishes his view to be any more important than yours or mine.
Justice Breyer and his colleagues will get to watch -- but not much, if anything, more -- if the Congress decides to enlarge the Supreme Court. Is that the "watch" that was mentioned?
