It was a surprise. Although he had led the call for a Convention in the first place, he had been uncharacteristically quiet until that point. And the plan was sprung upon the delegates without warning, without trying to get support for it in advance. It made no impact whatsoever, except perhaps to make the Virginia plan look more moderate, though there's no evidence that was his intention.
But he did argue for a twelve-member Supreme Court, so we see that he was an early exponent of the Court-packing idea in 2020. Remarkable man.
