        Sure, Congress could change the law, if they could get their act together (little evidence of that happening any time soon).
        
        However that would involve a good bit more than "just print more money" which is what Diane Reynolds (Paul.) suggested.
        
        As a matter of law, The SSA requires that total benefits paid not exceed current SS payroll tax revenues + the balance of the SS trust fund.

        Do you mean the law, that they called the Federal Insurance Contribution Act (FICA) that the Supremes ruled, not long after it was passed, that it was no such thing but simply done under Congress's authority to tax and spend?

Money from wealth seizures will go towards those that cannot collect unemployment in everyone's favorite states and cities, according to this:

How will taxing undeclared capital gains (since they are taxed when you sell) work... Is this legal, will the government seize your 401k, etc (if you file incorrectly), and, are they going after union pension savings undeclared cap gains and ivy endowments? I realize the D's want to do this at the fed level, this is the first local level seizures I've read about.
