    It's arguable that the answer, to the question as phrased, is inaccurate.

    Madison submitted 17 Amendments to the House as the original Bill of Rights.

    The Senate reduced this to 12 Amendments.

    Congress passed 12, but the States only ratified 10 of those initially, and one more as the most recent Amendment, #27, in 1992.

    Eliminating this discrepancy in future situations might be resolved by using as the clue a particular clause contained within the 10th Amendment, a summary, or other such iteration.
