So far - every country that has gone for nukes has done so for defensive reasons - to deter attack. The only exception was the US but we haven't used them for offensive reasons since 1945.

At some point things will change or, more likely, mistakes will be made. But rationally, anyone getting them for offensive reasons now will become very dead within hours. So even there, a strategy of getting nukes for offensive reasons would require an arms race of massive proportions for decades in order to succeed.

IOW the real problem with proliferation is the potential for mistakes - not evil.
