Andrew Heaton and Sarah Rose Siskind are the creators of Reason TV's Mostly Weekly, a libertarian answer to The Daily Show and Last Week with John Oliver.

Mostly Weekly is a Reason TV web series that is a libertarian answer to Last Week with John Oliver, The Daily Show, and Full Frontal with Samantha Bee. Created by Sarah Rose Siskind and Andrew Heaton (he also hosts), Mostly Weekly episodes have offered funny, info-rich takes on everything from "medically assisted sex" (in which surrogates help disabled people rediscover their sexuality) to stopping patent trolls to how sugar subsidies screw up Halloween candy to the government's unwinnable "war on boobs."
The series' most-popular episode was one that offered a fast-yet-comprehensive take on Hillary Clinton's campaign memoir, What Happened, which also serves as a primer in the psychological malady of what Heaton and Siskind identify as "I.D.D. or introspection-deficit disorder." Perhaps he is referring to the load bar on Reason's donation page, which I believe, from having heard another commenter describe it, is the Reason.com symbol, but slowly filling up with orange as they get closer to their funding goal? (Thus making his comment a snide assertion that they are only making as much progress as they are because the Kochtopus is secretly playing sugar daddy, or else simply that those donating are mindless "Koch-bots", in line with his subconscious compulsion to imitate the rhetoric of the Left-Statists that are in truth his closest ideological relatives?)
Alternatively, perhaps he is suggesting that the Kochs' supporters are attempting to stifle the free speech of littoral brigands (elsewise known as corsairs, buccaneers, privateers, etc.), in line with their mission of driving all joy from the world and/or protecting the interests of affiliated merchants whose ships brave the adjacent sea lanes?

Well, you have done a far better job of divining what SIV is 'suggesting' ('hinting at', 'proposing', 'lying about', 'whining about', 'making an ass of himself about', 'does not understand at all') than I have done.

Guns are not toys
Does anyone older than 30 find the Daily Show funny? I don't get it. It would be one thing to point out the absurdity int he daily news, but this is a show, along with its spinoffs, that essentially mocks people for not being young and progressive. What'f frightening is the number of people who get their entire news cycle diet from this show. Or used tw before everyone shifted en masse over to John Oliver.
It was funny in the early years (pre-Stewart) and even in the beginning of the Stewart era. They used to just poke fun of people that were rich and/or powerful. But Stewart couldn't poke fun at the powerful once Obama was in power, so then it just became DailyKos TV, which isn't funny. And each of his spin-off comics are less funny than Stewart, and less funny than the previous one.
