DC's First Cat Cafe Opens (No Thanks to Regulators)
How a cat-loving entrepreneur brought kittens and caffeine to the nation's capital
Even though Kanchan Singh is a born optimist, there were moments when it looked like her dream of starting Washington, DC's first cat café would never get its paws off the ground.
Singh, 24, got the idea for her first business venture while backpacking in Thailand. Walking among the temples and medieval city walls in the city of Chiang Mai, Singh stepped into Catmosphere, a wildly popular bakery that doubles as a petting zoo for cats.
Singh, who fancies felines and has an aptitude for business, pounced at the prospect of bringing a cat café to America. She partnered with the Washington Humane Society, which enthusiastically agreed to provide an unlimited supply of adoptable cats. When the local news media discovered her business plan, citywide anticipation for Crumbs & Whiskers reached a fevered pitch.
But the city authorities weren't so enthusiastic. Singh said the Office of Zoning "couldn't classify us, because nothing like this has ever existed before." Even then, she faced steep legal costs and arcane bureaucracies to navigate. "You show them that you're going to be using state-of-the art equipment for the café," she said. "You prove to them that you're going to have the highest standards possible for animal care."
Singh says others have tried to start cat cafés, but none survived scrutiny from the Department of Health. Like zoning, the Department of Health had to formulate a unique set of regulations for a business that defied all previous categorizations. Permitting requirements meant five-figure costs and bureaucratic delays. "Eventually they're like 'Wow, we're really going to have to work with this person, because they do not stop calling and they do not stop emailing,' " Singh said.
All this was months before the first employee had been hired, let alone a lease signed or catnip purchased. Where would all the money come from?
Since Kanchan had already put her own savings into the venture, it would take a stunningly successful Kickstarter campaign to give Crumbs & Whiskers a chance. To satisfy the Department of Health, she also agreed to nix the idea of making food, and instead partner with a bakery across the street.
In March, ReasonTV caught up with Kanchan Singh on the most important day of her life as a cat entrepreneur. She was arriving at her final meeting with the Office of Zoning to hear a decision that would make or break her dreams of bringing cuteness and caffeine to the nation's capital.

A cafe full of cats, what could go wrong?
All I can think of is how easily a guy could score a date there. It's better than an art museum. Walk in, play with some cats, show your vulnerable side. SCORE.
And I want the owner to have all of my kittens. She's about as adorable as you can get.
Dibs.
The dogs next door?
Look out for the little "fudge" rolls on the floor. Not a place where the 5-second rule applies.
I had the same idea, except with roaches.
Nothing. That's the whole point.
Didn't watch, but: would.
There are two woulds in the video. That I noticed.
Not the kind of wood you can put through a wood chipper, though. Apparently.
Haha, that's great. When someone has a pie in the sky idea, I will tell them to put it through their would chipper.
THIS is merely a BRILLIANT IDEA!
Stealing it back.
Is there anyone or anything - animal, vegetable, or mineral - that you *wouldn't?*
Ha ha, just busting your balls.
You know who else didn't want a certain group allowed to do commerce?
Carrie Nation?
The Klingons?
Apple?
The UN?
Pope Francis?
1) excellent pic~
2) Existing businesses in Yourtown, USA?
Hey! No hints!
Heil Kitler.
Bernie Sanders?
This sounds disgusting, I hope the restaurant uniforms are solid black.
Cat dander can actually permanently damage lungs. Going to this cafe is a public health hazard via second hand cat dander - THINK OF THE CHILDREN. We can't have cat dander in public places. AND NO VAPING!
People drink coffee at home with cats in the house. You're disgusting.
What, there's no law against obstruction of public work or harassing a federal agency?
OT: Obama is a turd
Got that, Democrats? Obama didn't fail you; you failed him.
Got this, Democrats? Obama wants you to make it happen. He needs you to "mobilize and organize" because, look, he's just the President, he has no bully pulpit and no capacity to persuade. So, Democrats, get on it but don't look to him for leadership until you do.
It's always someone else's fault or the messaging just didn't click.
He's a community organizer. Mobilizing and organizing are the only things he knows, that's how he approaches problems.
"Obama is a turd"
half of my post went missing, I was going to say that statement is never off topic
Geez. I SF'd the link:

Cats are evil.
I only have one. The other one ran away or met some demise - car, feral dog, aliens...???
He is, indeed, evil. That's why I like him and keep him around.
Cats are great.
Cats are solitary and misunderstood weirdos, much like libertarians.
I still haven't decided which are more libertarian, cats or dogs. Yes, cats are more individualistic. However, with respect to pet beds, dogs seem to have spatially oriented property rights instincts, while cats are more temporary oriented. Thus, dogs seem to have a more permanent sense of ownership. Also, dogs are all about voluntary cooperation, while cats are all about opportunism and mooching. Dogs will work for a treat, while cats will not. So I think an argument could be made either way.
Cats certainly will work for a treat. That's why they use so many in psychology. Take the Universal Studios tour if you want to see cats (among other animals) working for treats.
Cats are individualistic, but the only rights they think matter are their own.
Dogs aren't individualistic, but they don't think anybody's rights matter - least of all their own. They don't have a sense of property rights; they just see themselves as cogs in a machine and so carve out a place to exist in it. Society has levels, know your place!
In short: dogs are collectivists and cats are warlords. Neither one is libertarian.
Fortunately for my cat, I am willing to take a subservient role to his because he's so darn cute. I'm glad that we don't elect cats to government because I'd throw my libertarianism right out the window.
President Catbama rolled on his back! MORE SPYING ON THE NEIGHBOR CAT!
In short: dogs are collectivists and cats are warlords. Neither one is libertarian.
As a lifelong owner of multiple cats, this is definitely accurate. Although certain breeds might go further than warlord into maniacal dictator territory.
In my experience, tabby males seem to be the most benevolent warlords.
Siamese, for sure.
Cats are for losers who live in apartments - Homer Simpson.
They should partner with a Chinese restaurant I know. It is also committed to reducing the number of unwanted cats in the area.
HIYO!
HAHAHA! You are correct, Sir!
YESSSSSS!

That's why I think this project will run afoul of the local authorities. Their refusal to hire any Koreans will clash with the anti-discrimination laws.
That place had better have a voluptuous purple haired chinese amazon on staff.
"OK, I tell you.....he looka like a man....."
/Miss Swan, OK? I tell you...
Will they have live mice available for purchase as kitty toys?
They should.
I had two lab rats I used in Bio class that I kept afterwards for a couple years, cause I didn't want to kill them after the class was done (smother with chloroform = SOP).
So, after a couple years, they were too much bother. How to dispose of them?
I took them to the "Tropical Pet Center", where the owner fed them to constrictor snakes. I didn't hang around to watch....
I used to have a boa constrictor as a pet. His weekly feeds on live mice often drew a crowd of friends to watch. He ate tiny white mice at first. . . then rats, then 2 rats. . . . The next step was baby bunnies which I could not stomach so I gave him away.
You should not feed live prey to snakes. A desperate mouse can seriously hurt a snake. I only use thawed mice.
DCOZ is just spectacular, and I hope there are at least a few of its occupants who recognize that.
So are the rules similar to other establishments? will they throw you out if you get caught touching the pussy?
Two thumbs down.
I really like the idea and will definitely be visiting the cafe, but this video makes it appears like a cat cafe is an original idea that "came to her" during a backpacking trip. Come on, this isn't an original idea, and there's already a dozen of these cafes across the United States already with more popping up every month. Even one of the contestants on the show "Shark Tank" pitched the idea for a cat cafe in Miami.
There's even a Wikipedia entry for cat cafes:
https://en.wikipedia.org/wiki/Cat_caf?
When I first saw your comment, I read "more popping" as "more pooping," which seemed appropriate.
Regarding the cleanliness, cats are usually fastidious about using their litter box and don't pee and poop indiscriminately. We are fostering a kitten right now for the Animal Rescue League (until it gets big enough to neuter and be adopted), and it was using the litter box when 3-4 weeks old.
A cat cafe? Errrh - no. It sounds what a European would do.
I watched the video and read the article, but must have missed something. If they can't serve food, how is it a cat cafe? Isn't it just a nice new animal shelter?
Never mind. Looks like they do "serve" food at the cafe, they just can't make it there. The article is a little misleading where it says she agreed to mix the idea of serving food.

Open carry is prohibited
What about a pocket pussy?
How to get the cat cafe going with less legal hassle.
Find a place with two storefronts
Use one storefront for the cafe side and the other storefront for the cats.
If the nannies complain, tell them that what the customers do with their food after they pick it up from the counter is none of our business.
the food issue is idiotic- as if millions of people don't already make meals in their homes with cats around.
An in home daycare isn't even allowed to have a cat. You have to lock it up in an off limits room somewhere. All my daycare kids came from homes with cats. Made no sense.
Ha! I thought the cats would be on the menu.
Officially, for a change.
A cathouse in our nation's capital? Bluenose alert! Bluenose alert!
My cat puts his face in any cup I leave around and licks my plate if it's unattended for too long. There's also the issue of flying fur. He scratches himself, the fur travels through the air (with the greatest of ease) and lands on everything in my house.
And he's anti-social. So anti-social. Full of anxiety. He hates other cats. If he sees one outside. he stands up on his hind legs and pounds the glass with his paws. One time it was so loud that I thought there was an intruder breaking in.
I hope these cats are cooler than he is. He's beautiful and affectionate, but he'd be the worst candidate for adoption. Knowing cats as well as I do, they don't play well with others.
I wish her cat cafe lots of luck because the cat-on-cat hate and the fur alone will be a problem. But at least cats don't usually just shit on the floor. They have the decency to bury it in some dirt.
This. I love cats, but this might be the dumbest idea I've ever heard. That said, obviously the government shouldn't be involved. The hordes of bloodied customers fleeing the establishment should probably take care of it.
That's meowsome.
Badum tsss
2:20- "with her business plan on pause..."
you've gotta be kitten me.
Did you know that Kanchan built her business from scratch?
I am surprised she was granted the permit.
These puns are catnip for you commenters.
I mean, fur real.
I'm (sadly) not surprised people think you need permission from the government to open a new sort of business. If they've never heard of such a thing, how could there be a law against it? And if there's no law against it, you should be free to do it. I could see where the health department would have a rule about no animals in a restaurant, but it wouldn't be hard to separate the cat business from the cafe business and let people know they are free to take their food from one to the other.
She knew somebody who could fix problems.
Chris Rock: Whatever happened to just plain crazy?
For her sake I hope this idea does not turn out to be a catastrophe.
It is ridiculous that she had to jump through all those hoops to get permission to open her place of business.
It's quite perplexing!
I think it's great! More power to her, and I hope she gets lots of cats shopped out. I myself would prefer a dog cafe, but it might be a bit harder to hang on to your cookie.
Uh, that would be, ADOPTED out....
But Todd, did you get a date out of it?
Sounds like my kinda place dude.

It was interesting. I didn't mind the fact that there was no romantic interest. Gives you more time for action but you more nice video check this way and comment me
Best Home Deal ??????? http://www.workweb40.com
Yes a Google search said 15 places in the U.S. Is this one different because you can adopt them? Anyhow one is opening soon in Michigan. I think my wife and daughter would like this but not as much as me.
