Hundreds Line Up in D.C. For Free Marijuana Seeds
Washington, D.C.—On March 27, hundreds of people lined up for blocks outside of Libertine bar in the city's Adam's Morgan neighborhood to get totally legal—and totally free—marijuana seeds.
"This is the end of the Cannabis Campaign," says Adam Eidinger, chairman the DC Cannabis Campaign and organizer of the seed-sharing event.
Last November, D.C. residents voted in favor of Ballot Initiative 71, which legalized the possession of up to two ounces of marijuana. The initiative also allows residents to grow a small number of marijuana plants. "We're seeing the new law in action," says Eidinger. "People are picking up free seeds from people who are willing to share them and they are going to go home and grow marijuana in their homes in Washington D.C."

If 10% of the people receiving these seeds actually manage to grow something that gets you high, I'll be shocked.
It's an extremely fickle plant, bred for decades to be completely useless at defending itself against pretty much everything, because that diverts energy from THC production. And growing it such that it produces sufficient THC is pretty hard (from what I've heard, of course); it's not exactly useful to the plant to make high levels of THC, it needs to be tricked out.
Dunno. In my experience, its a frickin' weed. The latest strains may be overbred, I couldn't say, but all the fuss and bother of grow ops is generally directed at (a) maximizing volume and (b) maximizing stealth.
Hemp is a weed and grows like one (hence ditch weed being a thing). Good quality marijuana is rather trickier. There are a lot of things that can go wrong. I think bassjoe overstates the difficulty. It's not terribly hard to grow something tolerable from decent seeds. But to grow something marketable takes a lot of work and some knowledge. And in DC, I imagine a lot of people can only grow indoors, which requires good lights and ventilation.
This is my experience as well, I mean, so I've heard.
Generally, you don't use seeds after a very short time, anyway. Once you grow a good plant, you clone it. Or so I have read.
Good lights, good soil, correct watering with proper drainage (most people kill plants indoors from over watering and poor drainage), knowledge of how to cut the light hours and bring to bud, remove male plants (unless you want lots of seeds). It's not difficult, but most people with no experience and no knowledgeable friends to help or how to google something and learn, will kill the plants early on.
It's not that difficult. The climate of DC would allow you to successfully grow this plant outdoors and easily get some good buds.
But, growing indoors is different. I know people, lots of them, who will kill any houseplant, no matter how hardy.
But again. Some good soil, grow lights on timers, correct watering, anyone could do it. All you need to do at a certain point is lower the light hours and the plants will start to bud. Remove any males and in a couple months, you should have good stuff.
It would, of course, be better if there were no legal restrictions. But I think that the DC situation might be preferable to something like they have in Washington state where you can buy from state licensed stores but can't grow your own legally. Even if it is technically illegal to sell it in DC, people will on small scales and no one will care about that or be able to enforce it unless people act really stupid. A grey market is in many ways much better than a heavily regulated legal market.
For people who want to obey the law and don't want to grow, WA might be preferable, but I don't really care about that.
I kind of hope they keep it this way. No commercialization. That way there are no taxes and no real regulations. Sure it would be preferable to have commercialization without those things, but that is simply not possible, so I'll take this as a compromise.

Not totally legal. To be more accurate, illegal. Federal law bans possession of all parts of the Marijuana plant.
