Gangs in Control of American Prisons: "The Social Order of the Underworld"
Q and A with author David Skarbek.
"We need to make prisons smaller and safer so that inmates don't have to turn to gangs for protection," says David Skarbek, a lecturer in political economy at King's College in London and the author of "The Social Order of the Underworld: How Prison Gangs Govern the American Penal System."
In an interview with Reason TV's Nick Gillespie, Skarbek talks about how American prisoners once relied on an unwritten "convict's code," which essentially encouraged inmates to be good neighbors or face ostracization. As the prison population began to swell in the 1960s, the decentralized methods used by inmates to protect themselves were replaced by the rise of prison gangs as "an alternative source of governance."
Skarbek also talks about how tattoos are a "credible way to provide information" to other prisoners, and why reducing the prison population is vital to mitigate the influence of prison gangs.

I'm gonna assume he's talking about gangs that aren't pubsec employees, yes?
Prison guards are essentially controlled by the prison gangs. Especially in the MS13-run prisons of California.
The prison system is evil. True justice is repayment. The jury ought to give a verdict of "up to [fill in the blank]".
Sending a person to prison is never justice as the victim (or family in the case of murder) isn't repaid. If you steal, you should repay + interest. If you assault, you should be repaid (up to a certain point, as decided by the victim) + interest. If you murder, you should pay up to your life as determined by the next of kin.
I can think of a number of crimes that would warrant locking a person in a cage for a long long time. Not to say that I don't think 95% of what people are incarcerated for shouldn't be the case. I can't say that all imprisonment is unjust.
such as rape or violence against another person definately requires prison time to keep them from repeating the crime.
so how do you deal with say a person who creates a pyramid scheme and robs everyone. let him create another pyramid plan to pay back the previous people bilked. Of course I haven't decide if pyramid schemes should be illegal in the first place, let the buyer beware.
I disagree. Retribution is good but there are certainly people who have so much money that they could basically do whatever they want and fines would have almost no impact on their lives. Think of the pro sports fine system. Certainly some of these guys breaks rules openly knowing they will be fined in advance. They don;;t care because they're millionaires. I suppose if you want to give the victim the option, that might be more acceptable. Some people belong in cages.

Make prisons smaller all right. One person per prison. There will be no gang problem.
So, what is new? Except for the "gang problem", the inmates have always run the prisons world wide. The is a solution to the problem, but it is expensive, so all the politicians do is make speeches and pass laws increasing welfare benefits.
