Yes most violent crime in America goes unsolved, but what's a cop to do when there are so many unlicensed strippers, unbuckled motorists, and unticketed drivers brazenly flaunting their fuzzy dice?
In 2014, cops could have spent a helluva lot more time busting murders and rapists, but they decided to do stuff like this instead.

Have a kick in the nuts that doesn't involve a dead dog or a cop murdering someone. Basically, no one investigates identify theft and the people who do it have virtually no fear of ever being caught.
So here we have this giant police state and hundred of thousands, or maybe millions I am not sure, of cops out there "protecting the public and enforcing the law". And if your neighbor downloads the wrong type of porn or a bunch of movies or music for free, they will kick the door down and be all over that pervert. Meanwhile, if some meth addict in Iowa steals your identity and totally fucks your credit score and by extension your life, no cop anywhere will be bothered to investigate or take any steps to punish said meth head or deter other assholes from doing the same. And it is not like identity theft is hard to investigate or prosecute. It doesn't take Kojak to go out and find someone running around using a false Social Security number. And don't tell me it is because cops are lazy, which they are. But cops manage to be plenty industrious investigating some crimes. Look at the efforts they make going after perverts downloading kiddie porn.
They don't investigate identity theft because it only affects those people who play by the rules and our entire society is set up to fuck people who play by the rules. The cops, being the guardians of societal rules are thus happy to let criminals go unpunished as long as they are only praying on those dumb enough to try and make an honest living.
The people who commit identity theft probably don't have as much stuff to confiscate.
That is right. They just cost money to catch and try.
Identity theft would be so easy to stop in this country. Just take the FBI agents who are right now enforcing copyright and child porn laws and put them to work hunting down and prosecuting in federal court identity theft cases. Everyone I have ever known who was the victim of identity theft knew exactly who the person was who stole their identity. Take a few thousand of these miscreants a year and give them real time in the federal pen and word would get out real quick not to do it.

OT: NSW police confirm gunman in Sydney siege is dead.
In countries where the police and courts are ineffective or absent, mob justice fills the gap. In Tanzania and many other countries in Africa, thieves who are caught red-handed in public are often beaten or stoned to death on the spot. I saw a thief who had been beaten unconscious by a mob who were debating whether to douse him with gasoline and set him on fire. I and another local calmed the mob until the police showed up. Once they came, the thief sprang to his feet and ran into the police car. Tanzania is one of the few places on earth where criminals run TOWARD the police.
The downside of this is no due process. A Peace Corps buddy told me that two of her students were falsely accused of theft and were promptly beaten to death by an angry mob.
The bottom line as I see it is if the police and laws do little to protect people from crime, then why is so much money and effort being expended on them? The police should only keep the peace and investigate crimes with victims. All victimless crime laws should burnt and the ashes pissed on.
Yeah, probably not gonna happen, but I can dream right?

The fines generated for these minor offenses greatly outweigh the manpower costs required to generate them.
"Real" crime requires the investment of significant resources that "might" get an arrest and conviction.
They're not "cops" in the traditional sense of the word, they're "Revenooers" with a badge and a gun - headlocks optional.
