Flint Mayor Says People, Not Government Will Drive Urban Renewal
"Quality of life is how people feel about their community," says Dayne Walling, mayor of Flint, Michigan. "Government has to be a partner and has to facilitate the planning and organizational structure, but then it's citizen groups that are really the ones that are refining the plans and then providing the real people power to actually get the work done."
The story of Flint, Michigan is similar to neighboring Detroit. After the collapse of the auto industry, the city experienced severe economic hardship—nearly a third of the town's 33-square miles is abandoned and crime rates rival that of Baghdad, Iraq.
Forbes cited Flint as one of America's "most miserable cities" and an average of five people leave town every day.
To reverse the pattern of urban flight and decay, Flint mayor Dayne Walling has made it his priority to bring revive the manufacturing town by reforming outdated zoning codes and engaging citizen groups to take part in city planning. He talked about these efforts with Reason TV at the recent Atlantic CityLab conference in Los Angeles, California.
"We have a new master plan that's adopted and we're revising our zoning codes because all of this was really designed for the 1950s and 1960s—the big production economy, the single use neighborhood. Well, here today in the 21st century those dynamics have changed," says Walling.
"People want to be part of making these positive changes. They didn't know where to start. This framework now shows citizens and community groups how they can be involved in moving the community forward as part of a bigger effort."

What a fucking shithole. Worse than Detroit - they've been well on this path since the 70's. It was scary to go to Flint back THEN, much less now.

Be real careful with that 'roads going on diets' concepts. Making room for buses and bikes and turn the traffic into a nightmare, take it from this Seattle Dweller.
Some dipshit at the city transportation department who was a former bike activist went apeshit with a paintbrush here in West Seattle and now long LOOONG lines of cars sit idling at lights, sometimes sitting at lights through three, four and five cycles, and only allowed into single lanes. In addition, a short stretch of road only a few hundred yards long requires something like five lane changes because of all the new 'turn only' lanes, then suddenly switching to 'bus only' lanes. Those turn only lanes cause panic lane changes and blocked intersections during peak traffic times as well.
I can't believe he would even mention bike lanes. 60+ murders/year in a town of 100,000 and the guy is talking about bike lanes.
There are sidewalks all over the city, and yet anywhere you drive, you see people walking in the middle of the street. But what they need is more bike lanes. To save the city.

Big government loves the automobile. Look at the auto bailouts, free parking mandates, anti-density zoning laws, and the highway system. A government controlled transportation system should offer choice, like bike lines. Look at progressive Robert Moses' war against the car.
But-but -muh gas taxes!
Gas taxes are not user fees. People who heat homes, use lawn mowers, and use grills subsidize wealthy automobile owners. Gas taxes should be used to provide choice.
The poor usually cannot afford autos. Bike lines are needed to serve their transportation needs.

I think you are right kind of right. If roads were privatized in the way that commuter transit was a private good from 1870-1910, then we would see a lot of gravel roads and dense traffic on highways. Government considers 20% utilization of a road to be a good service level (level A or B) but 90% utilization is an F. The private sector would reverse the equation because traffic=profit. Subsidized roads and parking perverts the market and creates all sorts of unintended consequences.
Bike lanes that run along big traffic arteries are the worst way to be bike-friendly.
Unless you are in a super high density environment (where you have no choice), you're better off running the bike lanes in low-traffic streets parallel to the main one.
Bonus points if you have a park you can use for that purpose, taking bikes off the road entirely.

Yay, my wonderful home town. Which I left in July, for much the same reasons as everyone else who leaves.
Flint's a ghost town now, and it's not going to "come back" no matter what happens, in my lifetime. The Downtown area is vastly better than it was 10 years ago, due to an influx of grants and UofM-Flint money, but anything would be an improvement over the empty streets I knew for most of my life there. And one or two blocks doesn't amount to much, anyway, when most of the city is so bad that you almost never want to glance at the car stopped next to you at a stoplight because accidentally making eye contact might result in a bad scene.
Dems and the UAW have effectively locked up the town and had their way for the better part of a century there, and the new Congressional Rep from the area is the nephew of the last one (who was there for 35+ years.)
A former mayor, who was recalled after numerous financial scandals and seemingly unending examples of cronyism, was elected to another, more prestigious office almost immediately after being removed. He was followed by a near-billionaire mayor (and convicted felon) who was actually funding some city operations out of his own pocket; but he was endlessly demonized by the local media and rival politicians for being "egotistical" and "imperious," but mostly because he was accused to paying for votes as well as misrepresenting Flint's financial picture. Which was probably true. At any rate, he was driven out of office, resigning before a scheduled vote to recall him.
The City Council includes 2 felons (included a convicted murderer)and two people who've filed for bankruptcy, which allows anyone to make an educated guess as to the collective wisdom of those making city policy.
As for the actual efficiency of the city's operations: I once needed a copy of a building permit in order to submit it to the feds, who required it for one of their bureaucratic headaches. In the city office where I went to get a copy, there were dozens of boxes and loose papers everywhere. The clerk, without any hint of apology, told me, "We don't have anything on file from the past 6 years? Everything in here is unsorted. Don't you have a copy?"
There are very few cops in the city, after repeated layoffs. It means less harassment and tickets, and the serious crime was always just as bad when there were lots more, so that's a plus. There are two new cops downtown, payed for with yet more grant money, I believe, who you can nearly always find hanging out, in uniform, in one or another of the downtown bars. Some are fond of dispensing Disorderly Conduct tickets to anyone who makes the mistake of questioning their authority or not referring to them as "OFFICER X!" which I'm sure inspires confidence from those who have to walk past them to drive home. But last time I checked, starting cop pay was $10.50 an hour, so it's not surprising that they're angry about something.
The populace voted to legalize recreational marijuana in the city. But in typical Flint fashion, the city cops declared that they would keep arresting people under state law, which makes possession a 1-year misdemeanor.
The job situation is a complete joke. If you're an engineer, nurse, auto mechanic, or social worker, you're probably fine. Otherwise, it's probably retail for you.
I could go on, but you get the idea. It's a miserable, violent, lifeless place, and almost everyone you meet blames General Motors for the fact that the UAW priced workers out of their jobs. The overwhelming majority of people are liberals there, and any criticism of the policies that have made the city a hellhole is treated with the same kind of scorn voiced by liberals whenever their failure is pointed out. The governing ideology has, in effect, no reflective capacity.
Flint gets the kind of government it deserves. And the results show.

Since the city is around 70% black, with city employees at least in equal proportion, there is always the charge of racism lurking in the background when criticizing anything the city does. Mostly it's leveled by white liberals, though; especially ones who have already fled to the suburbs.
Most commonly, though, GM and "corporations" are the scapegoat. Recently, I've heard of "people like the Koches" getting some share of the blame; but never, ever, are government or its policies implicated in the disaster. TOP MEN are always the solution; even with this Mayor, the NEW Master Plan is the solution to ensure Flint's success in the 21st century.
There was an "Occupy Flint" camp set up just north of the downtown business area. I'm not sure what they were trying to accomplish -- though accomplishing something is probably a dubious goal when referring to Occupy -- since the city had already made itself so hostile that hardly any businesses wanted to come there anyway. But it got cold, the Occupiers went home, and Flint remained as sucky as ever, though perhaps with less Patchouli in the downtown air.

In all fairness, it's not GM's fault and neither is it the fault of corporations. It's the fault of our system of Government and our general attitude.
We allow corporations to rule the government (lobby). They therefore have the freedom to use, abuse and then simply leave the mess to the taxpayers. If a developer wants to build a project, we require bonds so they complete it. But if a corporation develops vast factories and infrastructure, and then packs up and leaves.....we are stuck with the bills.
Our trade policies have not protected American workers or businesses. Big corps don't care because they are not really American businesses. They can source and build most anywhere.
Neither Americans nor our corporations look and plan ahead for 20,30,40 or 50 years or more.
I remember when I toured Danish factories in the early 1990's and the directors showed me the flow of the products and supplies in and out. They told me how every liter of paint, solvent and all the other poisons are tracked from the point of production to the final end disposal - and all of this is PAID FOR. Here, it's cheaper to dump shit...
Despite their high-priced labor and unions and everything else, the places I visited (shipyards, etc.) had plenty of orders due to their high quality.

That doesn't mean much. Starting pay for a Seattle cop is $60k a year and they'll shoot you in the fucking back just for looking at them funny.

I'll be passing through Flint on the Interstate Highway in a week, or so. Personally, I'd like a quad-50 turret on top of my vehicle in case I have trouble. It's one of the few places (the Chicago Skyway is another) where I'll drive on the rims if I get a flat tire until I am clear of the town.
If you're heading North, just stop in Grand Blanc or Fenton to check your tires and load your gun.

My home town too, I was actually a policeman there; third shift in one of the worst neighborhoods this side of Beirut; in the mid 60's, part of an occupying force, nearly all white.

In the mid 60's? Oh my, how things have changed. Have you visited the Eastside in the last 10 years? What used to just be a really bad neighborhood now is composed of boarded up houses, squatters, and lots where a soot-encrusted brick chimney is the only signs a house was ever there.
And Flint Township, which was relatively nice in the 80's and 90's, has suffered from Flint's problems spilling over. Crime is rampant, almost all of the people from my old neighborhood have fled to greener pastures, and the decay spreads ever westward. It's pretty awful.
I get back from time to time, if only for an Angelo's or loaf of Mothers Bread. But I pack heat and keep moving. Jitterbugs abound.

Oh, I thought GM and other car companies abandoned this town and others......it would appear unbridled capitalism is responsible for ruining one place and then moving onto the next (cheaper) place???
For example, once we cut down all the trees in NJ, we move to WV and cut down every tree there (this is true - all expect for 14 acres of WV was clear cut).
Why? Well, it's much cheaper to just cut down some new virgin forest than to follow our (leftie) view of "managing the forest" - managing=regulation.

This is what happened to our family business (clothes) - and NOT because of Unions. My family made money in clothes in spite of the unions. The only nice area is near the golf course. At least it was okay the last time I ran the Crim. I wouldn't go into Flint at night, and I grew up in fucking Detroit.
In that area you can get a mansion for $300,000. Half the homes in that neighborhood were for sale last time I drove through there; most of the wealthy people have long since left, and now live somewhere south of Flint (mainly Fenton, it seems.)
Unfortunately, the property taxes are ridiculously high, and in return for them you get horrible schools, cops that don't respond (probably a good thing) and streets that never get plowed.

In Flint, you can differentiate between "people" and "government" by the colors they wear.

So obvious but the fake libertarians here who dont care about anything but where there next koch dollar comes from refuse to see it. there are cities like this all over where the dollar means more than the lives they destroy through greed and stealing what the people work for. portland is a good example of what you can do with a city like this. if they followed portland or maybe seattle's examples they would probably have a lot going for them and a high minimum wage by now but instead they will just dance around the problem instead of taking off the chains of there corporate masters.

Look how much goddamned road has been soaked up with 'bike lanes', look at the line of traffic idling at the light, and look how many bikes are actually using the bike lanes. They pay no taxes, and get a HUGE percentage of the road infrastructure.
It's worse than you think. First, the money was provided by a huge Federal Grant! Second, the cars pretty much ignore the lanes anyway. And, to add insult to injury, the bicycle crowd rarely follows traffic signals & etc. Net result: several near misses when a driver attempts to make a right hand turn on a red light (after a full stop) & a bicyclist blows the light & flies through the intersection (right in the driver's blind spot)!

Heh, that does look a little excessive. Here in NYC it's - as usual - more pragmatic. There are lots of bike lanes but they're typically about 2 feet wide and they get lots of use. And drivers go apeshit over them anyway, or at least the NY Post does a convincing job of making us think they do.
More traffic idling at the light, more gas used, more gas taxes taken in, more bike lanes carved out.
The problem here is the voters are playing checkers, and government is playing chess.
And all that idling traffic was CREATED by a city government that boasts it's the most ENVIRONMENTALLY FRIENDLY EVAR!
