I thoguht capital L Libertarian referred to someone who considers themselves part of the Libertarian political party and small l libertarian as someone who prefers to stay apolitical but feels libertarianism is useful way of looking at the world.
seems like here you used capital L Libertarian to mean someone who is hardcore libertarian likely an anarchist who wants private roads. usually i think of someone like that to be more of a small l libertarian and not capital L since they tend to not get involved in party politics
