Earlier this year, the Reason Foundation's Adrian Moore and Sam Staley, in partnership with The Union League Club of Chicago Public Affairs and its Transportation Subcommittee, outlined a market-based plan to improve Chicago's traffic woes. Through a combination of user fees, innovative financing, and state-of-the-art electronic tolling, the pair found Chicagoans could greatly reduce the hours they currently spend in traffic without raising taxes.

Moore and Staley presented their finding during a July 19, 2012 forum.

I am guessing that if you take someones money every time they leave their home, they will leave home less. So their plan is to tax ( dont jerk me off by trying to convince me that user fees, tolls, and the vague term 'innovative financing' dont mean taxes ) people into staying off of the road. Just peachy.

Of course, it's unlikely that Chicago is going to lower its income/sales/sin taxes as a result of all this extra revenue.

My gripe is that they squander much of the money they are already getting. Now they want more. Always more. Not more to build better roads, but more to encourage people to stay off of the roads. I presume they will squander that as well.

If there was even an inkling of hope that the extra (extorted) revenue would do anything remotely beneficial to their society at large, that might just be the lesser of two evils, but...it will be pissed away like always (pension obligations/public sector pay raises/assorted cronyism/pet projects). A witness snapped photos of Ana Gloria Garcia Gutierrez, now 53, mounting a manatee on Sept. 30 and alerted authorities.

Gutierrez turned herself in to the Pinellas County Sheriff's Office in Florida shortly after authorities released pictures of her riding the marine mammal, which is protected under The Florida Manatee Sanctuary Act.

From what I have read on it, rare earths are not particularly rare, the United States, Australia, India, and others have sufficient quantities of these minerals. Cost of labor, regulations, and feasibility have curtailed most mining for these minerals outside of China, who can produce the minerals at a very competitive (distorted) price. The Chinese have started to restrict the supply for various geopolitical/strategic reasons, so.... other countries are starting to re-open old mines, and dig new ones to offset the supply/demand gap.

I'd agree; they are rare simply as a result of government policy. And, yes, once the price rises, they will become less rare outside of China.
