Fixing Chicago's Traffic Gridlock: Reason's Adrian Moore and Sam Staley
Earlier this year, the Reason Foundation's Adrian Moore and Sam Staley, in partnership with The Union League Club of Chicago Public Affairs and its Transportation Subcommittee, outlined a market-based plan to improve Chicago's traffic woes. Through a combination of user fees, innovative financing, and state-of-the-art electronic tolling, the pair found Chicagoans could greatly reduce the hours they currently spend in traffic without raising taxes.
Moore and Staley presented their finding during a July 19, 2012 forum.

Innovative financing? Sounds like some Chi-town officials would get the chance to wet their beaks a little.
And reason has no place to yap about transparency when they hide their market-based plan in their admin pages.
The Reason Foundation has a hard-on for all things Chicago for some reason. Reading the way they blew smoke up Mayor Daley's fundament for being a "privatizer" makes me sick.
Maybe their non-support support of BO during the campaign was just a spillover effect.

I am guessing that if you take someones money every time they leave their home, they will leave home less. So their plan is to tax ( dont jerk me off by trying to convince me that user fees, tolls, and the vague term 'innovative financing' dont mean taxes ) people into staying off of the road. Just peachy.
User fees are actually a better kind of "tax", since they come closest to emulating a market mechanism.
Of course, it's unlikely that Chicago is going to lower its income/sales/sin taxes as a result of all this extra revenue.

My gripe is that they squander much of the money they are already getting. Now they want more. Always more. Not more to build better roads, but more to encourage people to stay off of the roads. I presume they will squander that as well.

If there was even an inkling of hope that the extra (extorted) revenue would do anything remotely beneficial to their society at large, that might just be the lesser of two evils, but...it will be pissed away like always (pension obligations/public sector pay raises/assorted cronyism/pet projects). In another year or two, they'll be back, cap (and gun) in hand, looking to squeeze their populace again for MOAR! (can I get a 'Fuck you...cut spending?')

If gasoline taxes are used for highway, bridge, and tunnel maintenance, fine.
If they are diverted to nonsense like home insulation boondoggles, new flagpoles for schools, and space exploration, that's not so good.
Yeah, while a fee for service is more ideal, most proposals just involve tacking on more fees/taxes instead of replacing existing expenditure with a pay-for-what-you-use market system.
This is known as "Robert Poole-ism". It is the predominant ideology of the Reason Foundation.

The high-speed tolling on the Tristate is pretty cool. Luckily I'm coming from an EZPass state so I'm eligible for it the 1-2 times a year I go through there.

I don't see what the big deal is. If they were easy to get, they would be common earths.
From what I have read on it, rare earths are not particularly rare, the United States, Australia, India, and others have sufficient quantities of these minerals. Cost of labor, regulations, and feasibility have curtailed most mining for these minerals outside of China, who can produce the minerals at a very competitive (distorted) price. The Chinese have started to restrict the supply for various geopolitical/strategic reasons, so.... other countries are starting to re-open old mines, and dig new ones to offset the supply/demand gap.

I'd agree; they are rare simply as a result of government policy. And, yes, once the price rises, they will become less rare outside of China.

That was actually supposed to be a joke...IIRC they're called "rare earths" because of the fact that they tend to be scattered about in the rocks they are found in, rather than concentrated in ores like other metals. qv definition #3 here.
