Tabitha DeSousa was handcuffed and lying on the ground just before Clark County, Washington, sheriff's deputies shot her in the leg, shattering a bone. DeSousa had just been caught in a drug bust, and deputies were actually trying to shoot her dog. They say it was menacing them. About half of the nine witnesses to the shooting agree, but half say it appeared to be going towards DeSousa. A police report found the deputies committed no crime, but it also confirmed witness statements that one deputy fired at the wounded dog as it ran away. The county says it will pay all "reasonable and necessary" medical bills incurred by DeSousa.
