Who decides how long the work week should be? The British government says workers, unions and companies should decide. The European Commission says it should. The commission wants to make it harder for workers and firms to opt out of its maximum 48-hour work week. It also wants to redefine working hours so that time spent on call, but not actually working, counts toward the maximum. The British government says the rules would just make the labor market less flexible.
