Unhappy Hour
Wales' two largest cities are set up put price floors on drinks served in bars and restaurants. Swansea and Cardiff may try to end the cheap drink "happy hour" promotions. They say it will reduce binge drinking and public drunkenness, but the national Office of Fair Trading says price floors, no matter who mandates them, are illegal. And bar owners say that if people can't get cheap drinks in a pub, they'll simply buy inexpensive booze at the supermarket.
